Framework Contracts Project Manager

To join the Framework Unit in the Netherlands - Rotterdam, we are currently looking for a
Framework Contracts Project Manager
Working hours are 32 to 40 hours per week (day off to be mutually agreed)
 
A typical day
It was an easy ride this morning to the office and you arrive around 8.45 hours. On the way, you were thinking about a tender you need to submit today for a project in South Africa and a conference call with the expert team  in the Philippines that you are managing from a distance  at 10.00 hours. In addition to this, you would like to spend some time searching for suitable experts for a large project a colleague is working on and you would like to complete some of those necessary administrative jobs as well. A full but manageable day ahead! 
You begin the day with a good cup of coffee and while starting your computer your colleague informs you that there is a new request for your framework contract. Your colleague has taken care of the first steps and you quickly take over in order to get a head start in finding and securing the best team. You use our CV database, LinkedIn, our website and ask several colleagues for input in order to find the best experts. 
Meanwhile you are keeping an eye on the clock for your conference call and monitor if all the documents are coming in for the tender due today, but the new request has priority now. This day is starting out completely differently than expected, but this is the type of environment you thrive in. 
 
Your workplace environment and what will you do
In this position, you would join the Framework Unit (FWU), which currently has 5 employees. This department manages different framework contracts, mostly for the European Commission (EuropeAid). You would become responsible for one of these framework contracts.
 
You are responsible for the acquisition and coordination of the implementation of these international projects which are launched under the framework contracts. The international project requests are received through the European Union Delegations. You are responsible for finding suitable (international) consultants for this project, negotiating with the consultants, managing the partners as well as submitting the offer (including a budget and methodology). A consultant within Ecorys provides assistance on the content. During this process you are the main point of contact for the client, partners as well as consultants. 
The Delegation reviews your offer based on the quality of the proposed experts as well as on the proposed budget.  When the project is awarded, you are responsible for the start-up, implementation and coordination of the project.

The department can be best described as a close team with an open way of communicating, good cooperation and a high commitment. Of course a good sense of humor is important as well! 
You have a commercial outlook and good negotiation skills, you want to win projects and are willing to go that extra mile in order to get the desired result. As described above, a typical day at the unit is never the same and work is diverse, hectic at times, with acquisition and different stages of projects running simultaneously.
 
Good written and verbal knowledge of the English language is essential because of the international nature of the projects and clients. 
 
In the event you would like to enhance your activities, there are possibilities to cooperate with consultants on different (complex) tenders for clients such as the Dutch government, Europe Aid, World Bank and other donors. 
 
What will you bring
  • At least HBO working level;
  • At least 3 years of relevant working experience;
  • Previous experience with managing Framework Contracts, preferably with  EuropeAid.
  • A commercial attitude and client focus;
  • Communication and networking skills at international level;
  • Team player, hands on mentality and a Can Do attitude;
  • Good command of the English language, both written and spoken; 
  • Excellent time-management, multi-tasking and organizational skills
 
Besides this, it would be an advantage if you:
  • Are used to working with (group) targets;
  • Have good motivational and negotiating skills;
  • Have experience with managing similar contracts for the European Commission;
  • Speak Dutch and an additional language such as French or Spanish
